Wicked Problems are problems that have many interacting causes and are difficult to clearly define. They often involve stakeholders with differing and conflicting views, objectives and value systems that can vary over time. Wicked problems are difficult, and often impossible, to solve. In most cases, the best we can do is develop interventions that improve the complex situation for a particular set of stakeholders or from a specific set of perspectives, often at a given point in time. Such interventions often result in unforeseen consequences that change the nature of the problem we are working with.
Examples of wicked problems include climate change, drug trafficking, terrorism, population health and poverty.
In this course, students will develop an understanding of wicked problems from the four perspectives of systems, value, context and unknowns. Imperfection will also be considered as an issue that cuts across each of these four perspectives. Students will then learn to use a range of strategies to address wicked problems.
