In this course you will develop a comprehensive understanding of the roles health policy and systems in public health. A case-based approach is used to examine how health systems and policies at different levels contribute to health protection and stewardship. Students will learn to evaluate health policy and health systems from multiple perspectives, including funding, workforce issues, and government oversight. By the end of the course, students will have the ability to evaluate the effectiveness of past and current health policies and navigate emerging health policy challenges. Additionally, students will learn to relate their own experiences in health systems or policy to course learning outcomes, including employability skill development for future roles in health.

Learning Outcomes

Upon successful completion, students will have the knowledge and skills to:

  1. Describe the architecture of a health system and the components of health policy, including different models of governance and finance.
  2. Discuss how the health system and policies within various levels of government in Australia contribute to health protection and health stewardship in the context of past and emerging health problems.
  3. Outline and explain the key models of health policy analysis and evaluation of outcomes and apply these appropriately to different scenarios and associated past and current health policies.
  4. Critically evaluate information sources reporting on emerging and multifactorial health problems from the perspective of policy makers and devise strategies for evidence-based decision making and evaluation of potential outcomes of new policy.
  5. Describe health workforce regulation, distribution and generation in Australia and the role of the WHO in assisting countries to improve health systems.
  6. Describe various forms of health service delivery and critically examine their potential impact on the experiences of patients, families and health care providers;
  7. Relate their own experiences in health systems or policy to course learning outcomes to build employability skills.

Workload

The expected workload will consist of approximately 130 hours throughout the semester including:

Face-to face component will consist of 1 x 1 hour topic lecture and 1 x 2 hour seminar per week.

Approximately 94 hours of self-study which will include preparation for seminars, presentations and other assessment tasks.

As a 3000-level course students are expected to have advanced information technology skills and the ability to reflect on their learning.
